Third Party Attachment

A third-party attachment is considered any facility affixed to a UGI-owned utility pole that is not identified as an incumbent local exchange carrier (ILEC) within the UGI service territory. Examples of third-party attachments include telephone, cable, and fiber optic facilities.

Third-Party Attachment Workflow

UGI requires all third-party attachers to submit a signed contract prior to submission of any applications for attachment on UGI Utilities, Inc. owned facilities. Third-party attachers who do not already have a signed contract can click here to complete the Third-Party Attachment Agreement Request form.

Traditional Application

Step 1: Application is submitted online through the UGI Katapult portal and is assigned an application number for reference.

Step 2: UGI will review the application for completeness and either reject the application with notification to the applicant or accept the application and generate a survey/design invoice to be paid by the applicant to begin work.

Step 3: The applicant will return the engineering/design invoice payment with the application reference number.

Step 4: UGI and its design engineers will begin survey and field data collection efforts.

Step 5: Make Ready design is completed and a construction contribution (CIAC) invoice is generated to be paid by the applicant prior to construction.

Step 6: Applicant submits the construction contribution (CIAC) payment to UGI and construction is scheduled.

Step 7: UGI notifies the applicant make ready construction is completed.

Step 8: Applicant completes the attachment installation and notifies UGI of completed work within 15 calendar days.

Step 9: UGI schedules a post-construction inspection (PCI) within 90 days to review attacher installation and address any violations, if found.

One-Touch Make Ready

Step 1: Applicant selects poles within the UGI Katapult portal and is assigned a draft number. The application type will be selected as ‘OTMR’ and the preliminary design is completed by a mutually agreed upon contractor.

Step 2: After preliminary design, the application draft is submitted to UGI for the “complex make ready” design. These are poles where make ready is to be done within the power space or requires a pole replacement.

Step 3: UGI provides the “complex make ready” invoice to the applicant for payment prior to construction.

Step 4: Applicant submits construction payment to UGI for completion of “complex make ready” work.

Step 5: UGI schedules and completes complex make ready construction.

Step 6: UGI notifies applicant of completed complex make ready construction.

Step 7: Applicant may complete simple make ready (telecommunications space) and install facilities.

Step 8: Applicant notifies UGI of completed simple make ready work.

Step 9: UGI completes post construction inspection (PCI) within 90 days to review attacher installation and address any violations, if found.
