Eligibility:
- Active residential service with UGI
- Verified household income at or below 150% of the Federal Poverty Guidelines.
- Accounts that purchase their gas from another supplier, are coded landlord/tenant, foreign load, or a health care facility do not qualify. All applicants are reviewed to ensure customer meets PUC requirements.

What is CAP?
CAP stands for UGI’s Customer Assistance Program. It is a low-income assistance program to help manage utility bills. This program offers a set monthly payment, bill forgiveness, and debt forgiveness.
What type of forgiveness will I receive when I participate on CAP?
CAP Credit Forgiveness is the difference between your actual billed usage and what you have to pay on CAP. The difference is forgiven by UGI when you make on-time monthly payments.
Pre-Program Arrearage Forgiveness is a monthly forgiveness on any past due balance you had prior to starting on CAP. One-thirty-sixth of your debt will be forgiven with each monthly payment.
How is my monthly payment calculated?
CAP amounts are based on either a percentage of your income or the average bill at your home (whichever is lower).
What does yearly recertification mean?
In order to remain on CAP, you need to recertify annually. UGI will mail you a green Recertification Application when it is time to recertify. You must provide your CBO the completed Recertification Application, proof of income and ID to make sure you are still eligible for the program.
Who is my CBO?
CBO stands for Community-Based Organization. They contract with UGI to enroll and recertify UGI customers for CAP. You can find your CBO by searching your zip code here: https://www.ugi.com/assistance-programs/cap/community-based-organizations/.
If I am on CAP, can I participate in any other low-income programs offered by UGI?
Yes, if you meet the eligibility requirements for other assistance programs, you can take advantage of them all.
Who do I contact if I have questions about my CAP bill?
UGI’s Customer Care Center can help answer questions about your bill. Contact us by emailing assistance@ugi.com or calling 800-276-2722.
What happens if I do not recertify?
If you do not compete your annual recertification, you will be removed from CAP and any debt not forgiven will become due immediately. You can see this balance on your monthly bill under “Past Bill Information” and “Actual Account Balance.”
